She, Monahan, and Moonbark were all anticipating treachery from Lu, and this may have been their plan...she may have extemporized the part about the rats to add artistic verisimilitude to an otherwise bald and unconvincing narrative, as it were.

Wouldn't be too surprised, though, if it turns out she was just counting on shock value, or too caught up in yelling to realize Steelgarter's also a danger.
Steelgarter may be dangerous, but ultimately she is controllable. She let her main motivation be known, loud and clear. Monahan is her best remaining way to use the mirrors ever again, so…
