What is the reason for keeping Higgs' status a secret? He doesn't have a Jäger accent, so either he's lived among normal humans for a long time or he worked hard to get rid of it (possibly both). My guess is that he's a final layer of protection for the Heterodyne if everything else goes wrong.

Higgs is apparently rather old. He seems to have a special relationship with Castle Heterodyne - Maxim felt that the Castle thought of the Jägers as "part of the furniture".
And he is the Heterodyne's spy master. As Tarvek suggested, he may very well be on the military payrolls of half of Europa.
He has the lifespan, strength, and abilities of a JagerMonster, but passes as a normal human. Being a General, he has likely lived a =very= long time.
Because he is outwardly human, this gives him an advantage that all other known Jagers lack - the ability to blend in, to not draw attention. This allows him to both avoid notice, and also to assimilate into other organizations and societies and gain their trust, and take as long as necessary to do so. At the same time, he is utterly loyal to the House of Heterodyne, which makes him the perfect minion to serve as the family's Keeper Of Secrets - he is effectively immortal, he is completely forgettable, and he is demonically patient. He can recall the things that the family has lost or forgotten, for whatever reason.
Between being the Family's spymaster and the one trusted with things that even other members of the Family are not (think Bill and Barry, and they're likely not the first example), he has =every= reason to keep his true identity and role DEAD secret.
He knows where Mamma's is, and he has their healing ability:

Remember - not more than a day or two at most (iirc) before ^this^, he brought Bang into the Great Hospital, with multiple injuries and broken bones to show for it; Bringing in Bang is a feat in itself, but how many other people have you seen who are tough enough to sew up their own lacerations? :)
I don't think he was careless about those. In this case, it was only Tarvek who saw, and he already knows, but he needs to be careful about the little things slipping.
Seriously, though, I think he would be careful even about showing unusual attention to his hat when people are observing him. He's had a long time to perfect his technique.

He's also recovering from getting stabbed through the chest by an amped-up Zola on that page, same as Zeetha - and he's up and around, tending his own wounds. That just =ain't= human... :)
alright, alright, ALMOST all other. The off-hue skin and pointy ears make it a hard sell, though, and the only reason she doesn't have fangs is because Andronicus yanked 'em.
