Albia doesn't seem interested in ruling Europa, and "stop fighting!" is Klaus's reason for empire; if England is well-behaved, he wouldn't have reason to attack. My impression is that tension is more the friction of rival spheres of influence than anything else, but my memory isn't solid.
As for Albia's power, it's hard to judge. She's obviously amazingly capable. But the Queens' Mirrors are beyond her, yet the Red Cathedral one may have been fixed by Tweedle-people. England is sinking due to the actions of Tier 1 Sparks, and either she's failed to fix it or she *likes* England sinking.
Also most of the other "immortal god-queens" are dead, and it doesn't feel like they did each other in.
My initial idea of her being a Wizard of Oz has been falsified, she's obviously got *something* going on, but I still wonder if it's less general than it seems, with the her mystique being inflated by a few good tricks.
