According to Zeetha, Queen Luheia died in a battle with the Grey Witch.
Speculation: The cohort of local Bad Guys hopes to kill Queen Albia.
Speculation: They want a Skifandrian artifact (possibly any artifact) to use in some procedure that will enable them to locate Skifander or even to be transported to Skifander. This might be accomplished by activating a Mirror, or perhaps by using the Law of Contagion or one of the other Laws of Magic.
Speculation: The artifact could turn out to be Zeetha's "emotional face" headband, which Higgs currently has.
Speculation: The Other, in one or another of her aspects, was/is/will be the Grey Witch.
Speculation: How do you kill a Queen? Well, everyone who knows about them fears them: the Dreen. Something I just noticed while reviewing old comics. Lord Bunstable's brain hat looks rather similar to Robur Heterodyne's hat. He was also investigating time (comic 20140616).

So I think for this plot to work, Wooster needs to be solidly on Agatha's side as the agent of reason, truth and fairness.
