I've never been in the same room as the professors, so...
My intrepid son, a new reader, found the reference (comic, the novels leave me cold). While I think contextually one _could_ believe he was bluffing (in terms of willingness, not ability), he definitive does not state as much.

I've never been within 500 miles of the Foglios myself but fans on other sites have been to conventions and asked them questions. Their answers show up in comments. One can ask them questions via the internet as well.
Yes, one could infer Gil was exaggerating just to instill fear in Wooster. His main point being the strength of his feelings for Agatha and his concern for her well being.

I note that this does point toward her distress at the sight of Dmitri being horror at such a thing being done.

On the other hand, she might simply be upset by the crudeness of the technique. People (Albia included) have said things consistent with her having an ability to rewire brains rather than simply excise chunks of them.

So she may be upset at anything, including it being "gross", wasteful, or whatever.
