I just had a thought - depending on how many of the crew are Wulfenbach, Albia may have "requested" that GIl and Tarvek board it, after Krosp and crew disenbark, and go home.

Why Tarvek?

Sort of a gut feeling. Nothing really tangible.

She didn't seem pleased they were there and Gil, via Tarvek, is claiming "Royal Pursuit and Rescue" as justification for hijacking the serpent. Trelawney pointed out the rescue has been accomplished and asked their intentions.

I'm just wondering why Gil need to be there.
