Sounds like an excellent theory. 
Depending on what Krosp wants now that he's more or less an independent power. (Not that I'm seriously worried, but the plot line has been known to twist Charles Berry into pretzels - and eat the pretzels).

If Albia only thinks she can keep Agatha "safe-ish," that's serious reason to worry.

Well, who else should we think it is?

That's not a guess, it's obvious. ONE asylum seeker, many constructs, Castle Wulfenbach attacked. Agatha is to meet the ship. The Dreadnought has likely been highjacked.

Agatha once again has an army but they are loyal to Krosp. So, in truth, Krosp will have his army protect her - she is his subject (in his mind).

It's a huge ship - nearly a kilometer long. Krosp is very familiar with it. Move them aboard in batches. Maybe even have some head to the hangers to steal a "getaway ship".

You don't think it's Krosp and his bears? Why?

It is a story. The authors can do what they need to advance their plot. It's fiction. It does not have to be totally logically consistent.

I thought Higgs (with friends).
But Krosp is a good possibility, too, especially considering that he could have "unfinished business" on Castle Wulfenbach.
Hmm. Possibly Higgs without his old friends, but with Krosp and bears. He's good at joining the groups of interest, after all.

Given Higgs' relationship with Wulfenbach, somehow I think it's unlikely he'll be involved. But we shall see soon!

What matters right now is his relationship with the Heterodyne (especially if the Queen's garden thing is "for realsies" rather than a test)… and Zeetha.
