Given Miss Thorpe's question in the previous strip, and Albia's mention of the disruption Agatha has been causing (by existing), it seems plausible that Albia would like to keep Agatha out of the hands of Gil, Tarvek, Tweedle, or any of a variety of other conspirators on the continent. Keeping Agatha under her thumb in a local lab would address that nicely. (Optional bonus points if this results in recruiting her to be a spark of the realm, one way or another?)

Being levitated seems even more distracting.

The base the jagers are working out of seemed pretty safe (or perhaps just obscure), but may become less so with various parties desperately trying to get their hands on Agatha and now aware that she's alive and active.

It's now clear that Trelawney was talking about more than whether Agatha would be on the same airship with Gil and Tarvek.

I wonder whether Albia has any hesitation at all about "changing the minds" of people who disagree with her wishes.

I suspect that if Agatha wants to escape England, she'll need to find a way to de-goddessize Albia.

Also ... If Agatha needs to escape from England, I suspect that Master Payne's Circus of Adventure will turn out to be instrumental. And the fact that Countess Marie is third cousin to Albia ("many times removed, of course") will turn out to be a Chekhov's Gun.
