The Black Squad doesn't have a standard relationship with time. Do they experience events in the same order that the protagonists do? They seem to age more slowly, but maybe they're just skipping stuff rather than being out of order.
I'd be surprised if Klaus hadn't pre-arranged a black squad to retrieve him and bring him to a well-secured lab if/when he called for the time stopper.
Also the group Captain Dal was with arrived relatively recently, while the "guys that went after your dad are pro'lly long gone by now.
I read it as those being another part of the same larger group. Otherwise why they are even here? They are not doing anything else. And why would anybody on this team be in the need to know they are doing it at all? Also, Agatha asked Dal «where were you supposed to take him?», and his answer was that it’s officer level need-to-know, not that it was another team entirely.

Well, yes. But how long can they just mess around in the town playing hide-and-seek… after the primary objective is already done?

The entire point was to keep himself contained because he was under hostile control. Otherwise why go there personally at all? And why would they have the secondary objective to grab Gil (even if Klaus predicted he can go in)? Klaus already gave him the clank guard.
