The "Foom!" may suggest that the status of the flame has changed again?
I'm rather confused about "using up" the flame that also seems to've been described as an ongoing natural phenomenom. (An explanation would be lovely but hopes are low about one being provided.)
Agatha changed the filter settings and rerouted all of the "contaminated runoff" to that location. Perhaps the uncontaminated "water" is a limited resource until the settings are changed again?
On 03-18, Lucrezia mentioned that this flame has been "completely untapped for thousands of years", and on 04-08, Monahan declares that "there isn't enough left for you to become a full Queen", and as part of her reply, Lucrezia speculates that "Albia's should be flaring again soon." So we can infer that a tapped Flame may be exhausted, and thence lie dormant until enough of whatever drives it builds up to flare again.
