I assume we have no idea what Steelgarter just shouted? From the GG wiki, "Zantabraxus is the current Warrior Queen of the hidden city of Skifander, along with being the mother ✣ of Zeetha"...my guess is it's basically: "Zanta, I'm back and ready to take over your throne!"
I don't think that's quite the case, unless Steelgarter is older than she appears to be--the fight that killed all the Yajeena seems to have happened before Zeetha was born, and the high priestess of Eshkigax who kicked the whole thing off was already high priestess when Zeetha's grandmother was on the throne.
IMO, she's more likely to be descended from followers of Eshkigax who fled Skifander after Zantabraxus and Chump took down the rest of the priestesshood, and who took with them the secret of how to bestow the extra arms.
Since she is significantly older than Zeetha and Gil, she still could be born in Skifander and leave it as a part of the exiled or escaping faction of those priestesses. As a trainee and/or their pet pretender to the throne.

Is she, though? I don't remember any indication of that. The Steelgarter family made a fortune fifty years ago on crossword puzzle trees, but I don't think Neena thought that she had been alive at that point.
Eh...it could go either way. If she's been brought up from a very young age being told that Queen Zantabraxus is why her family can't go home again, and the family goal is to bring her down, then being the one to complete that goal is going to be a matter of great pride and emotion.
