"It is you who carries the blame. For all of us." This sounds like the old rite where the leader becomes the sacrifice. The horned crown could symbolize the sacrificial animal. They certainly didn't kill the real Heterodyne every year, but Kaja may have walked into deep trouble if she doesn't know what to do.
