That Agatha herself has the Command Voice.

Consider: Agatha could take Colette aside and quietly tell her that she can control revenants. To reassure Colette that she will not abuse her power, Agatha makes a recording in which she commands "All those who serve Me must gather peacefully at noon tomorrow at the intersection of the Avenue des Champs-Élysées and the Rue Morgue!" Agatha then leaves town. Colette plays the recording through the city's public address system. The revenants gather and are captured (or whatever), and Agatha can return to Paris.

Unless Agatha does something like this, Colette and Paris will never be safe. Because someone else -- presumably Lunevka, but possibly Zola -- obviously has the Command Voice, otherwise those revenants wouldn't be a problem (and all those Parisians and Parisiennes wouldn't have been wasped in the first place).

So you're suggesting that main characters take time to actually talk to each other and explain what's going on so as to clear up or avoid any misunderstandings? And when was the last time that happened? :-)

She apparently assumes that one or more of the people she's expelling may be able to command revenants and might be the Other or working for her. Otherwise expelling her best defenders makes no sense. If she knew that Agatha has that power and is inches away from being under the Other's control, she'd probably kill her on the spot. (Regretfully, of course.)

With real enemies working inside Paris the last thing Colette needs is her frenemies playing their own games as well.

Also, Agatha and Martellus arrived in Paris on date=20150522 which is over 2 years ago so probably their visas are now expired.
