He made up Tarvek's formula and force-fed it to Bang, and told her he was going to take it too, but then there was a cut and next we see him he's waking up in his father's custody, so it's not so clear whether he actually dosed himself.

Only the Royal Marines outside the room that encountered Wooster&company will have earplugs (and they're not back at the lab yet). The Royal Marines who entered with clank-Lukrezia we haven't seen since Albia freed them and they fired on clank-Lucrezia. They may be in the room or just outside the door, and still vulnerable to her command voice.

Klaus made it react. This was staged so that Lucrezia would think Gil was already wasped. He did this in front of a large number of witnesses. Also to try to turn Gil away from Agatha.

Lucrezia in Agatha ordered Vrin to die. The Geisters recognized and obeyed Lucrezia in Agatha but not Agatha.

They did obey Lucrezia because she is their "goddess", but they also obey the voice. Vrin could shake it off, but not ignore it. Thus she stopped as ordered, then started moving again, but the next order came through anyway, and so on.

OTOH, remember the scene under the Castle when they were trying to cure everyone--Lucrezia made a similar threat, and Violetta laughed it off.

(Come to think of it, Violetta wasn't susceptible to the command voice then. We'll see.)

She's monologing, but she's also buying time without putting Agatha at quite as much risk as a sword fight, and she might get her other sword back in the process.

The command voice is somewhat specific to Agatha's body. She can generate it naturally, most easily when she's angry. Lucrezia-in-Anekva can generate it because Tarvek built her that capability, based what he learned from studying Agatha's accidental use of the command voice. Lucrezia in some other body might not be able to generate it without building something similar. Have we seen Zola use it?

But yes, Agatha is also a potential hostage.
