Could time zones be part of the answer? I think in our world Germany and France are in the same timezone, so for people in Berlin 3:30am might be close to sunrise, yet for people in Brest France sunrise might not be for another hour or so.
Perhaps under Wulfenbach rule most of Europa uses just the one time zone.
