Perhaps Klaus was happy to see Othar because: (1) He's been given commands that would force him to kill Othar. (2) He knows that Othar always survives. Othar has obscenely thick plot armour (lined with cavorite).
Therefore he knows that he'll somehow be prevented from carrying out his commands.
